今、福島第1原発で起こっている深刻な事態を認め、本当の被災地救援策をとってください。

毎月11日の「対サンフランシスコ日本総領事館前アクション」2014年10月11日第27回要請文

3年7ヶ月前に、東日本大震災をきっかけに起きた福島第一原発核災害事故は未だに終息できないでいます。毎時1千万ベクレルの放射性物質の大気圏への放出。毎日400トンもの汚染水の海洋への放出という事態(責任事業者としての東電の発表)が事故以来いまだに続いています。

 

今日は2つの深刻な事態について訴えます。

1、小児甲状腺がん発症者の激増

従来100万人に1人~2人といわれて極めて稀な疾患とされていた小児甲状腺がんの発症者が、被災現地福島の30万人の子供たちの検査を終えた8月24日時点で103人の発症が認められました。既に半数が全摘出手術を受けています。この事態を「検査の精度が上がった結果であり、隠れていた発症が明らかになったもので、福島原発由来の放射能によるものとは考えられない」と国のバックアップの下に検査を取り仕切っている福島県「県民健康調査」検討委の鈴木真一委員長(医師)は言っているのですが、もしそうであるなら、日本全国の子供たちの甲状腺検査を即やらなくてはなりません。原発に関係なくおおよそ日本の18歳以下の子供たち2000万人の内に6千600人の小児甲状腺がんの発症者が隠れて存在することになります。なぜパンデミックに等しいこの事態に対処しようとしないのですか? それをやらずに核被災地福島県に限った検査なら、「原発災害に無関係」というのは明白な嘘という事になります。嘘や隠蔽はもう止めるべきです。

第一次検査で「問題がない」とされて2年後まで放置されている子供たちの更なる検査も急務です。なによりも子供たちを始めとする住民の皆さんの核汚染地よりの避難の政策が立案され実行されなくてはなりません。核汚染の危険性を矮小化したり隠蔽したりするのではなく、国こそが率先してその危険性に警鐘を鳴らす必要があったのです。

 

2、『原子力損害賠償法』による事業者の賠償責任限度額は1基につき1200億円(11億ドル)、福島では4基が事故を起こしていますから4800億円(44億ドル)となります。

福島原発事故による損害額の見通しは除染、賠償、廃炉の費用の合計で11兆円(1000億ドル)を越えており、東京電力による損害賠償金額だけでも既に4兆円(370億ドル)を超えています。東電の責任賠償額を超える額については『原子力損害賠償・廃炉等支援機構』を通じて国費が投じられるわけです。賠償予測額と実際の被害額の差は30倍以上です。明らかに『原賠法』による補償システムが破綻しています。

さらに現在15万人の人々がふるさとを離れての避難生活を送ることを余儀なくされています。ICRP(国際放射線防護委員会)による「緊急事態期」規定は解除されていません。国はその基準に基づいて20mSv/yの汚染地域に住民を帰村させようとしています(これまでは「強制避難地域」としての補償金が出されていたわけですが、今後はそれも出なくなるわけです)。避難は放射能汚染による健康被害を回避するためであったはずです。基準のハードルを下げて帰村を進めれば当然健康被害の増加が予測されるわけですが、その場合も「因果関係は無い」ものとされ、補償は踏み倒されるわけです。

こうした悲惨な事態がなお続く中で、原発の“再稼動”や“海外輸出”が図られているわけですが、「原発安全神話」も「放射能安全神話」も破綻は明らかです。フクシマ由来の放射性排出物は大気や海流、汚染食品の流通を通していまなお全世界に拡散されつつあります。近い将来、健康被害の顕在化と共に確実に全世界からの非難を浴びる事になります。日本政府は「世界最高水準の安全な原発」などと海外輸出を意図した虚勢を張ることではなく、一日も早く破綻した原発推進政策からの転換を図り、核被災者の救済と、核の無い世界実現の為の先頭に立つことを決断することが福島苛酷事故を生んでしまった責任を誠実にあがなう唯一の道だと思います。

Statement to be read at the 27th “Action at the San Francisco Consulate General of Japan” October 11th 2014.

Please recognize the serious situation that continues at Fukushima Daiichi Nuclear Power Plant, and adopt a true rescue plan now.

The Great East Japan Earthquake took place three years and seven months ago, setting off a nuclear disaster at Fukushima Daiichi Nuclear Power Plant. There is still no end in sight. 10 million Becquerels per hour of radioactive substances has been released into the atmosphere. According to TEPCO, the operator in question, 400 tons of contaminated water flows into the ocean every day… These situations still continue.

Today’s appeal concerns two serious situations.

 

  1. The dramatic increase of patients with infant or childhood thyroid cancer.

Pediatric thyroid cancer was assumed to be an extremely rare disease, normally occurring in one or two out of a million people. However, as of August 24th, when 300,000 children from affected areas in Fukushima were tested, 103 had already developed the disease. Half of them have already received radical surgeries. Chairman (and doctor) Shinichi Suzuki of Fukushima Prefecture’s “Prefectural Health Study” examination committee presides over the study under the backup of the government. He says that this situation, “reflects the increasing accuracy of the tests, showing previously hidden cancers, and bears no connection to radiation from the Fukushima nuclear power plant.” If that is true, then we must test all the children throughout Japan immediately. Regardless of the nuclear situation, there would be 6600 pediatric thyroid cancer patients among the approximately 20 million children under the age of 18. Why are they not dealing with this pandemic situation? If the testing is limited to the nuclear disaster areas of Fukushima Prefecture, the statement that there is “no relevance to the nuclear power plant disaster” would be a glaring lie. We must end the lies and concealment.

We must immediately re-test the children who were told they had no problems in the first round of tests and have been ignored for the past 2 years. Above all, evacuation for the residents of the contaminated areas, starting with its children, must be planned and executed. The country must take the lead in sounding the alarm against the dangers of radioactive contamination instead of trivializing or concealing it.

 

  1. The operator’s liability allowance is 120 billion yen (1.1 billion dollars) per reactor according to the “Nuclear Damage Compensation Law.” As there were 4 reactors in the accident, the total will be 480 billion yen (4.4 billion dollars.)

The estimated amount of damages caused by the Fukushima nuclear accident exceeds 11 trillion yen (100 billion dollars) after adding in the cost of decontamination, compensation, and decommissioning. TEPCO’s cost for compensation alone has already exceeded four trillion yen (37 billion dollars). The national expenditure has made provisions for the amount that exceeds TEPCO’s liability allowance through its “Organization to Support Nuclear Damage Compensation and Decommissioning.” The difference between the estimated compensation and actual damages is 30 times or more. The compensation system of the Nuclear Damage Compensation Law has obviously failed.

In addition, 150,000 people are still forced to live as refugees, away from their homes. The “Emergency Period” designation given by the ICRP (International Commission on Radiological Protection) has not been lifted. Based on their standards, however, the country is trying to make residents return to their villages, contaminated by radiation at rates of 20mSv/y. (These residents were receiving compensation for “forced evacuation” but will no longer be eligible.) The purpose of evacuation was to escape the health hazards of radiation exposure.  To lower standards in order to promote return to contaminated villages would naturally lead one to expect an increase in health problems, but again, they avoid compensation with their claims that “there is no causal relation.”

As these tragic situations continue, the re-starting of nuclear plants and overseas export of the nuclear industry are being planned. However, the myths of nuclear plant safety and radiation safety have clearly been debunked. Since Fukushima, radiation has been and continues to be dispersed worldwide — from the atmosphere to ocean currents, as well as distribution of contaminated foods. Japan is surely to be criticized by the entire world in the near future as the effects on health become more apparent. Rather than making false boasts about its “safest, highest quality nuclear plants in the world” and trying to export them abroad, the Japanese Government must strive to move away from its policies of promoting this failed nuclear power as soon as possible, aid the nuclear victims and stand at the forefront in achieving a nuclear-free world.   I believe that it is the only road for Japan – to show its sincerity and take responsibility for this horrific accident at Fukushima.
